Cosmetics & Personal care services

What I Do

With the implementation of the cosmetic regulation EC No. 1223/2009 harmonising the legislation for cosmetic products entering the market, the need for consumer safety was highlighted.

A comprehensive risk assessment to human health is achieved by performing two undertakings; a hazard and exposure assessment. Principally, hazard to human health is established on a number of different endpoints for both local and systemic toxicity. Exposure is established either empirically if an exposure study is available, or predicted based on modelling approaches. Ultimately, the relationship between hazard and exposure defines the risk to human health.

What can be offered

  • Evidenced-based toxicological risk assessments for ingredients, raw materials, and finished products for cosmetic and personal care markets. The assessment reports would involve the following:
    • Identify and conclude on hazard for each endpoint based on reliable toxicological data identified in regulatory databases and academic literature
    • Identify an accurate exposure either by using empirical data or predicted based on modelling approaches
    • If traditional toxicological data is not available, in silico approaches such as QSAR, read-across, and weight of evidence may be employed
    • Furthermore, data from molecular omics approaches or targeted in vitro testing can be incorporated to substantiate or strengthen assessments
    • Accurately quantitate risk to human health
  • Initiate and coordinate testing, or activities needed to address data gaps
  • Recommend warnings and warning symbols that may be necessary on the packaging
  • Planning and executing toxicology programmes including study design and monitoring to substantiate safety
  • Critical review and sign-off of assessments conducted by third-parties
